2. Madatory requirements where the law requires a set of projects to be run in order to achieve some national objective
3. Change initiatives, where there is a large degree of uncertainty over the exact nature of projects to run. There is a need here to plan projects that may have to be cancelled and new projects launched, in the midst of the programme.

A “Portfolio” is a collection of assets that are intended for a common purpose. It is a term that is commonly applied to collections of examples of art work by an artist, to show their creations, a combination of shares and bonds etc in an investors collection. In hte case of project and programme management, the portfolio refers to the group of programmes and projects launched, maintained and modified, to achieve the corporations change initiatives. In this sense, it can be seen as the highest level of the “project management” profession, from the point of view of an organization management hierachy.
Management of Portfolios (MoP) helps organisations make decisions about implementing the right changes to business as usual those changes are delivered via projects and programmes. MoP is a co-ordinated collection of strategic processes and decisions that together enable the most effective balance of organisational change and business as usual.
MoP is part of the series of project, programme and portfolio management certifications by the OGC (Office of Government Commerce of the UK, that is managed by Axelos.

For many years, there was a lot of confusion and negative experiences over the implementation of a PMO, or Project Management Office. The initial idea was to take much of the administrative, non-management tasks away from the project manager. This makes sense as this allow more time for the project manager to focus on his core functions. There are also economies of scale and the building of skills special to the support function. However, the result has been less than satisfactory, and some PMOs become a sort of twilight zone where little attention is paid to it by senior management who see it as not fulfilling a useful function
P3O addresses this.
P3O, or Portfolio, Programme & Project Office, is th name given to a super-PMO that is intended to serve not just the project level, but all the different levels of management, right up to the corporate management level. As such, it receives the attention of senior management, who see it as being the nerve centre for their change initiatives. It solves n old problem of senior management not being able to get timely information from projects and programmes, to enable them to make decisions based on facts.
